Perhaps the answer is to try to see if I can live with HighSierra instead of ElCapitan thus I can put both on APFS partitions, and each can see the other in SystemPrefs->StartupDisk. Without the boot screen, it is impossible to get back to Mojave when booted into ElCapitan, because installing Mojave on an HFS+ partition is appears to be impossible. It's apparently impossible to make this machine dual-boot with ElCapitan and Mojave, without going to some lengths to make the boot screen work.

Can I do that without erasing the SSD (I'd HATE to have to rebuild my ElCapitan system, with all the apps) and if so how ? Clearly I'm a bit lost, and I would appreciate any help. This would suggest that once I boot into ElCapitan, the machine is bricked until I re-install the old graphics card. But I'm reading reports that after I install the new graphics card, that using the 'option' key to get to the Startup Manager will no longer work. I can get back to HighSierra with the 'option' key while restarting. Stupidly, I'm not sure if I created a new volume or a new partition (when I ran DiskUtility), but the HighSierra is definitely an APFS volume or partition, and apparently ElCapitan can't read those (right ?). But I notice that when I log into ElCapitan, I can't can't see the HighSierra installation - in "Startup Disk", or "Storage", or even "DiskUtility" (except as an "untitled" area on the SSD along with ElCapitan). I first created a new "area" on the SSD and did a clean install of HighSierra there. But I want to keep it as dual-boot, with both systems living on the SSD, so that I can still boot into ElCapitan for some older software. I wish to install High Sierra on this machine, as a step towards installing Mojave (along with adding a Sapphire PULSE Radeon RX 580 graphics card). (I actually brought the ElCapitan over from a 4,1 on an SSD, along with my user directories on a separate HDD).
